Child and Family Services

In-Home Non-Judicial (IHNJ) Program, At Risk Group Home, Home Recruitment and Licensing Department, and Freedom Schools Program

The Center for Family and Child Enrichment, Inc. (CFCE) is one of the largest child welfare organizations in Miami-Dade County. Guided by our mission, we strive to give troubled families the tools that they need to help themselves live a better life and build a stronger community. CFCE is licensed by the State of Florida as a substance abuse treatment provider, an outpatient mental health provider, and a child placing agency. We have been a member of the Child Welfare League of America since 2004 and continuously re-accredited by the Council on Accreditation of Child and Family Services since 2006.

In-Home Non-Judicial (IHNJ) Program

CFCE’s Safety Management Services (SMS) In-Home Non-Judicial (IHNJ) Program delivers targeted, in-home preventive services to families identified as at risk but not currently under court supervision. Through individualized interventions, the program prioritizes child safety, enhances parenting skills, and builds family resilience, ultimately reducing the likelihood of judicial involvement and promoting long-term family stability.  At CFCE, we believe that strong families build strong communities. Through trust, care, and partnership, the IHNJ Program helps parents develop the tools and confidence they need to create lasting safety and stability for their children.

At Risk Group Home

The CFCE At-Risk Group Homes provide a safe, stable, and nurturing environment for teens who have experienced abuse, neglect, and who may be vulnerable to other high-risk situationsServing youth ages 14 to 17, our homes offer structured care, emotional support, and life skills development to help residents heal, grow, and prepare for independence.  At CFCE, we believe every young person deserves safety, guidance, and the chance to build a brighter future. Through compassion, consistency, and care, our At-Risk Group Homes help youth discover their strengths and move confidently toward independence and hope.

Home Recruitment and Licensing Department

The CFCE Home Recruitment and Licensing Department is dedicated to finding loving, qualified individuals and families who are ready to open their homes to children with behavioral, mental health, or social challenges. Our goal is to provide safe, stable, and nurturing therapeutic homes where children can heal, grow, and thrive.  To ensure each foster home is well-prepared, prospective foster parents complete a Level II Background Check, a comprehensive Home Study, and both the Pre-Service C.A.R.E. Training and Specialized Foster Care Training.  At CFCE, we believe that every child deserves a place to feel safe, valued, and loved. By partnering with caring families, we’re building a community of support that gives children hope, stability, and the opportunity for a brighter future.

Freedom Schools Program

CFCE’s Freedom Schools, in partnership with the Children’s Defense Fund (CDF), provide summer and after-school enrichment programs for K–12 scholars. Using a research-based, multicultural curriculum, Freedom Schools focus on high-quality academics, character development, and leadership building in a joyful and empowering environment.

The program helps young scholars strengthen their literacy skills, explore cultural pride, and build confidence in their ability to create positive change. Freedom Schools encourage students to believe in themselves and their potential to make a difference in their families, schools, communities, and beyond through hope, education, and action.

At CFCE, we are proud to offer a program that not only supports academic growth but also inspires a lifelong love of learning, leadership, and service.

Freedom Schools Program

Our Independent Living Specialists help to prepare dependent teens for adult life. This program is designed to help youth, starting at age 13, obtain life skills and education necessary to become self-sufficient, live independently, and maintain employment. This is accomplished by providing youth with targeted, tailored, and individualized assessments and trainings as mandated by Florida statute.

Residential Services

CFCE provides Residential Services for dependent children (ages 13 -17) who require a short or longer term residential placement in out of home care. CFCE maintains licensed facilities in the north area of Miami-Dade County. Among other things, CFCE provides care and supervision for teens with challenging behaviors and who are often deemed hard to place in traditional foster homes. Residential services also include therapy (individual and/or group) and independent living skills.
